parents had grown up working in fields. Having fulfilled the American dream
of homeownership, why would they want to go outdoors to see trees (even
extra-tall ones) when there's one in the backyard?

Enterprise
Zones Seek Extension
Several San Joaquin Valley communities are
hoping a bill in the Legislature will help
extend a valuable state tax savings program.
The program, known as state enterprise zones,
uses local and state incentives — including tax
credits — to lure business into areas that are
economically depressed.
For 23 communities, the special designation's
15-year life span is due to expire, and economic
development officials want the chance to apply
for an extra five years.

was one of eight California locations chosen by
the state to compete for the plant.
"I feel absolutely elated that we made the first
cut," said Fred Burkhardt, the city's director
of economic development.

Debating The First Debate
CORAL
GABLES, Florida (CNN) -- Pundits, pollsters and political operatives worked
furiously to answer one question after the first debate between President Bush
and Sen. John Kerry -- who won?
Much of the 90-minute debate on international policy issues focused on the war
in Iraq and the war on terror. But the candidates also fielded questions on
nuclear proliferation -- particularly in Iran and North Korea --and the
situation in Darfur, Sudan, which both men agreed was genocide. (Key points of
the debate; Transcripts of the debate questions and answers)

9/11 Panel Says 'We Are Not Safe'.
WASHINGTON (AP) - America's
leaders failed to grasp the gravity of terrorist
threats before the devastating attacks of Sept.
11, 2001, taking actions so feeble they never
even slowed the al-Qaida plotters, a national
commission said in a blistering report Thursday.
The panel warned "we are not safe" - and called
for major intelligence changes. Its work is sure
to reverberate across the presidential campaign.
In an exhaustive investigation of the deadliest
attack in U.S. history, the commission noted
numerous government missteps but did not cast
blame on any official and stopped short of
saying the hijackings could have been prevented.
Mundo Of
Difference
CENTURY CITY -- Univision has been the dominant
force in Spanish-language television in the
United States for 40 years. Even the explosion
of cable services that now includes more than 30
different Spanish-language channels, including
Galavision, Azteca America, Telefutura and MTV
Español, has done little to slow Univision's
dominance.
Telemundo is right behind Univision as the No. 2
Spanish-language network and is trying to
attract more viewers through two very different
attacks: original novellas and sports.
"Prime time is all about novellas," says Jim
McNamara, Telemundo president. Key elements in
both parts of Telemundo's plans were revealed to
television critics who converged in Century City
for their semiannual meeting. "Novellas are big
stories that run five nights a week, 52 weeks a
year. For our audience, the novella is as
familiar as that old living room that you've all
seen in the sitcoms."
Local
Leaders Urge Budget Deal
Fresno
Mayor Alan Autry, flanked by firefighters and
police officers, Democrats and Republicans, urged
state lawmakers Monday to pass the state budget.
Autry
said lawmakers should agree to a fair compromise
on one of the last major obstacles in the budget.
"The Legislature needs to accept what's on the
table," Autry said.
The mayor was joined at a City Hall news
conference by a group of city and county officials
from both sides of the political spectrum to call
on lawmakers to agree to the deal.

The Minority Financing Gap
Financing a business endeavor-franchise or
otherwise-can be a major hurdle for prospective
business owners. To finance their dreams, most
potential business owners tap into savings and
investments, cash out the equity in their homes or
find investors among friends and family. Rarely
does this gathering of funds cover all of the
costs of starting a business. Additional capital
is often needed to fill the gap, and business
owners look to financial institutions to provide
this capital. For many minority business owners,
however, this need goes unfulfilled.
Small-Business Owners Must Work To Win Big Companies Contracts
Rose
International, with an office in Irvine, Calif.,
has employees working at many Fortune 500
companies.
But that wasn't always the case for the staffing
company with seven U.S. offices and one in India
specializing in IT workers, says chief executive
Himanshu "Sue" Bhatia.
Winning contracts with huge corporations and
government agencies requires persistence,
long-term commitment and follow-through, say
Bhatia and other business owners who have won such
contracts. Add to that, just showing up.
